While realization of the European legislation in energy sphere in Ukraine continues, its implementation on the ground remains one of the key challenges. It was one of the topics for the discussion “Ukraine and the Energy Community: the Road for reforms” which took place a day before in Brussels.

Lack of cooperation of different branches of government and interaction with the expert community may substantially slow down the implementation of the energy sector reform. This opinion was expressed during the presentation of the annual monitoring report on the progress of reforms under Ukraine’s commitments within the framework of the Energy Community.

The final version of the draft law No. 2966 on the National Energy and Public Utilities Regulatory Commission, prepared by MPs and experts, was sent to the Energy Community Secretariat.

Members of the Strategic Advisory Group identified more than 190 risks to the transparency and independence of the regulator on the energy markets. These data were made public during the discussion of the bill number 2966 in the Verkhovna Rada Committee on Fuel and Energy Complex. Proceeding from the comments on the bill, the experts proposed some ways to eliminate these risks.
