Involving Ukraine to the European context will improve implementation of reforms in energy sector – experts

While realization of the European legislation in energy sphere in Ukraine continues, its implementation on the ground remains one of the key challenges. It was one of the topics for the discussion “Ukraine and the Energy Community: the Road for reforms” which took place a day before in Brussels.

During the event, the Energy Reforms coalition experts presented the annual monitoring report on Ukraine’s implementation of its commitments in the framework of the Treaty establishing the Energy Community. It is already the fifth report published for wider audience.

Olena Pavlenko, President of DiXi Group which coordinates the coalition, stressed that three major factos for successful implementation of the EU energy directives are the cooperation of “champions” who are ready to reform the country – in the government, the parliament and expert community; the inclusion of clear demands to finance assistance packages by the Western donors; and the cooperation with European experts for development and promotion of new legislation in Ukraine.

Nataliya Andrusevych, Head of the Board of the Resource and Analytical Centre “Society and Environment”, noted that the firsthand task in the environmental sphere has to become the creation of an effective European model of environmental impact assessment in Ukraine.

Viacheslav Knyazhnytskyi, Head of Naftogaz representation office in Brussels, said that a complex of measures for unbundling Naftogaz business on gas production, transportation and supply will be implemented by July 2016. He said it is important to bring such analytical studies closer to household consumers.

Hans Rhein, representative of the Directorate General for Energy at the European Commission, said: “Energy Reforms coalition not only monitors the progress of reforms, but also actively takes part in promotion of key draft laws in energy sector. We support your work and wait for the new report next year”.

During the discussion which took place at the Brussels Press Club Europe, the participants also discussed future opportunities for facilitating the European energy reforms and the role of the EU where the processes of developing a common energy policy are unfolding as well.

The Energy Reforms coalition presented its study at the Energy Community Secretariat a day before. Ukrainian experts had an opportunity to exchange views with their Vienna colleagues and to develop approaches to joint advocacy of the reforms.

The Energy Reforms coalition is an association of experts from leading think tanks and NGOs in energy and environment sectors, which united their efforts to promote reforms arising from Ukraine’s commitments in the framework of the Energy Community.

Research and discussion took place in the framework of the Project “Improving Implementation of Ukraine’s Commitments within the Energy Community through Enhancing Impact of Civil Society” implemented by DiXi Group together with Resource and Analysis Centre “Society and Environment” and with financial support of the European Union and the International Renaissance Foundation. The organization of discussion was also supported by the Think Tank Development Initiative, implemented by the International Renaissance Foundation (IRF) in partnership with the Think Tank Fund (TTF) and with financial support from the Embassy of Sweden in Ukraine (SIDA).
