Experts Processed More Than 190 Comments on the Regulator Bill

Members of the Strategic Advisory Group identified more than 190 risks to the transparency and independence of the regulator on the energy markets. These data were made public during the discussion of the bill number 2966 in the Verkhovna Rada Committee on Fuel and Energy Complex. Proceeding from the comments on the bill, the experts proposed some ways to eliminate these risks.

The meeting, which lasted more than an hour, gathered members of the Strategic Advisory Group, MPs, experts, representatives of the Committee Secretariat, and NEURC Chairman DmytroVovk.

“The meeting afforded an opportunity to discuss the comments presented by the moment. I feel the discussion has succeeded, bringing the participants to understanding and a common ground to build consensus, a rational solution that will not preclude the effect of the future law. For our ultimate goal is an effective and independent regulator,” said Anton Antonenko, a participant from the Group and vice-president of the DiXi Group Think Tank.

It is worth recalling that the establishment of the Strategic Advisory Group was announced in early September. The group includes leading Ukrainian and international experts and MPs. The group will work to improve the bill number 2966 “On the National Energy and Utilities Regulatory Commission of Ukraine.”

The meeting was held within the project “Promoting the Creation of an Independent Regulator in Ukraine” which is being implemented by DiXi Group with the support of the International Renaissance Foundation.
