
Two reports, prepared by the Ukrainian and European sides, on Ukraine–EU relationship were presented during the meeting of the EU-Ukraine Civil Society Platform on February, 11 in Brussels. The documents were presented by Olena Pavlenko, President, Dixi Group Analytical Centre, and Alfredas Jonuška, Co-chairman of the EU-Ukraine Civil Society Platform.
DiXi Group Analytical Centre will publish the first of the notes in the series of comparative studies of energy market operation in Ukraine and in the EU.
The Verkhovna Rada Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety approved the Draft Law No. 2966 “On the National Energy and Utilities Regulatory Commission” (on the Regulator) and recommended MPs to pass it in the first reading.

On January, 27, after its consideration by the Verkhovna Rada, MPs voted for the repeated first reading of the Draft Law “On the National Energy and Utilities Regulatory Commission”. The document will be sent back to the Committee where the MPs had to finalize and put it up for discussion in a month.
DiXi Group Analytical Centre urges MPs to resume a law-making process, aimed at the establishment of an independent Regulator in the field of energy and utilities, and to pass a decision on the Draft Law No. 2966.
The experts of DiXi Group Analytical Centre presented the results of a study on the most popular fraudulent schemes in oil and gas production sector as well as a board game based on the study.
Olena Pavlenko, President, Dixi Group Analytical Centre, requested Volodymyr Groysman, Chairman of the Verkhovna Rada of Ukraine, to put the Draft Law No. 2966 to a vote. “This statutory act should be put to a vote as quickly as possible”, she noted. “It does not matter whether it will be passed or rejected or passed in the first reading or sent back to the Committee. The civil society is ready to accept any options. We know how it should look in the end and how it must be finalized”.
MPs Oleksiy Riabchyn (Batkivschyna), Natalia Katser-Buchkovska (Narodnyi Front) and Lev Pidlysetskyi (Samopomich) think that the Draft Law No. 2966 “On the National Energy and Utilities Regulatory Commission” will be put to a vote during the first plenary week in 2016. It was announced during the round table at Ukraine Crisis Media Centre, dedicated to unfreezing this regulatory act.
Mykola Martynenko, Head of the Verkhovna Rada Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety, proposed MPs to pass a decision on the Draft Law No. 2966 (on the Regulator) during this plenary week. It happened during the Coordination Board.
On November, 30, the Ministry of Energy and Coal Industry conducted the first expert discussion on Ukraine’s positioning in Europe.
