MPs to Consider Again the Draft Law on the Regulator

The Verkhovna Rada Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety approved the Draft Law No. 2966 “On the National Energy and Utilities Regulatory Commission” (on the Regulator) and recommended MPs to pass it in the first reading.

It was reported by Olena Pavlenko, President, Dixi Group Analytical Centre, who was present at the Committee’s meeting. According to her, Volodymyr Demchyshyn, Minister of Energy and Coal Industry, and Dmytro Vovk, Head of the NEURC, were present during the discussion of the Law.

“It was a long and detailed discussion”, Olena said. “When it came to especially thorny issues, MPs used preferential voting.  As the Draft Law was discussed in detail and agreed by the political forces, it stands a good chance to receive enough votes during its consideration in the debating chamber”.

As it was reported earlier, on January, 27, after its consideration by the Verkhovna Rada, MPs voted for the repeated first reading of the Draft Law No. 2966.

It also should be mentioned that at the beginning of September, the Strategic Advisory Group was announced to be established with involvement of top-notch Ukrainian and international experts and MPs. The Group is finalizing the Draft Law No. 2966 “On the National Energy and Utilities Regulatory Commission”.

While working in the Group, the experts analysed over 190 comments to the Draft Law. The activities of the Strategic Advisory Group were made possible with the support of the “Promotion of Establishment of the Independent Regulator in Ukraine” project, jointly implemented by DiXi Group and the International Renaissance Foundation.

The final version of the Draft Law No. 2966 was reviewed and approved by the Energy Community Secretariat.
