DiXi Group Urged MPs to Resume the Process of Establishment of an Independent Regulator

DiXi Group Analytical Centre urges MPs to resume a law-making process, aimed at the establishment of an independent Regulator in the field of energy and utilities, and to pass a decision on the Draft Law No. 2966.

The Draft Law No. 2966 “On the National Energy and Utilities Regulatory Commission”, introduced by the Cabinet of Ministers, was put on the Verkhovna Rada’s agenda for January, 27.

Passing this Draft Law will allow for fulfilment of the requirements set out in the EU Third Energy Package as regards the Regulator’s political, functional and financial independence. In addition, it will be one more step towards granting the second tranche of the EU Macro-Financial Assistance to Ukraine in the amount of EUR 600 million. The adoption of this Draft Law is also envisaged within the framework of the World Bank’s Second Development Policy Loan Project.

The Strategic Advisory Group, established by DiXi Group with support of the International Renaissance Foundation, involving civil society experts and MPs, analysed the comments to the document and developed proposals on its improvement. The proposals were prepared by Ukrainian and international experts, representatives of the Energy Community and the European Commission Support Group for Ukraine.

At its meeting of 9 December 2015, the Verkhovna Rada Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety considered the Draft Law No. 2966 and recommended it to be passed in the first reading. The National Reforms Council also discussed the need to pass the document at its meeting of 4 December 2015.

In consideration of the foregoing, DiXi Group urges the MPs to consider the Draft Law No. 2966 as quickly as possible and to resume the implementation of an important energy sector reform.
