Development of the Critical Minerals Strategy — DiXi Group experts held consultations with stakeholders
The DiXi Group team held 10 working consultations with key stakeholders as part of the drafting of the Strategy for the Development of the Critical Minerals Industry in Ukraine. Participants included representatives of businesses and associations from the mining, agrochemical, metallurgy, energy engineering, aerospace and defence, and waste management sectors, as well as communities where deposits and related industrial facilities are located.
As a country rich in resources of critical or strategic importance, as well as ambitions to fundamentally transform its economy, Ukraine does not have a single strategic document – unlike developed economies around the world. That is why DiXi Group, at the request of the Ministry of Economy, is drafting a Strategy for the Development of Ukrainian Industry based on the potential of its mineral resource base in the critical mineral resources sector.
“We at the Ministry of Economy understand that both Ukrainian and foreign investors expect a clear vision of what the state will do and what decisions it will make. That is why we are developing the Strategy as a document that will set goals and specify solutions to achieve them. These goals are not only investments per se. We can achieve high-quality economic growth and the creation of high-paying jobs through the development of the full production cycle – from extraction to processing”, – said Andriy Teliupa, Deputy Minister of Economy of Ukraine.
Opening the consultations with stakeholders, the Deputy Minister added that having a constant dialogue with stakeholders is one of the principles that helps to achieve the Ministry’s strategic goal of restoring and transforming the economy on the way to EU membership. Therefore, government officials only encourage discussions on what incentives and conditions are needed to develop their own market and integrate into Western supply chains.
At the beginning of each of the consultations, DiXi Group Research Director Roman Nitsovych presented the concept of the future strategy, including goals, challenges and objectives, implementation stages and other details. After that, each participant was able to express their suggestions and vision of what the vision for the development of certain industrial chains should be.
“Such consultations are necessary for a better understanding of the problems and obstacles to investment, awareness of the current and future needs of various sectors of the economy. And, above all, it is an opportunity to hear proposals for policy changes from stakeholders – how they see the existing instruments, what proposals they have to improve the legislative framework, regulation, and permitting system to make the developed Strategy adequate and practical”, – Roman Nitsovych said.
Based on the results of the consultations, DiXi Group is holding additional working meetings focused on discussing specific proposals from individual participants. The team of the think tank has also created a questionnaire to collect opinions to formulate recommendations on state policy to attract investment, develop technologies and improve the regulatory environment. This will be used to develop the provisions of the future Strategy.
