VR Committee on Energy Approved Draft Law on Regulating Authority for Repeat Second Reading

The Verkhovna Rada Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety at its meeting on 7 September approved Draft Law No. 2966-д on the National Commission for State Regulation in the Sphere of Energy and Utility Services.

Committee members made decisions on the most controversial aspects of the draft law. More specifically, the majority of the committee members voted for the proposal, according to which the members of the tender commission will be appointed from among two persons nominated by the President, two persons – by the Verkhovna Rada, and one person – by the Cabinet of Ministers. The competition will be organized for all members of the commission simultaneously, which means that after the law is adopted, a complete rotation of commission members has to take place as early as within the first six months.

“The Committee worked very efficiently – during the first week of its work, a decision was made on this key draft law. Both the Committee leadership and the leading speaker ensured honest and transparent procedure for examination. One can only hope that the same efficient and constructive approach will be demonstrated in the session hall as well”, commented Olena Pavlenko, President of Dixi Group think tank.

Now the draft law has to be presented in the session hall for the final voting.
