Ukraine spent UAH 2.31 billion on managing the Chornobyl Exclusion Zone in 2024 – DiXi Group

In 2024, Ukraine allocated UAH 2.31 billion to maintain the decommissioned power units of the Chornobyl Nuclear Power Plant in a safe condition, ensure the stability of the Ukryttia facility, process and dispose of radioactive waste, maintain environmental safety within the Exclusion Zone, and implement other supporting measures. This represents a 9.5% increase compared to 2023, when the corresponding expenditures amounted to UAH 2.11 billion. These figures are based on data published on the Energy Map portal.

According to the approved budget, UAH 2.51 billion was allocated for the management of the Exclusion Zone in 2024. Thus, the State Agency of Ukraine on Exclusion Zone Management utilized 92% of the budget.

What was the expenses structure?

Out of the total funds spent, 60.6% or UAH 1.4 billion, was allocated to maintaining the decommissioned power units of the Chornobyl Nuclear Power Plant and the Ukryttia facility, which was constructed as a protective structure over the sarcophagus of the plant’s fourth reactor.

UAH 0.44 billion, accounting for 19% of expenditures, was directed toward maintaining the environmentally safe condition in the Exclusion Zone and the zone of mandatory resettlement.

UAH 0.43 billion (18.6%) was spent on decontamination, transportation, processing, and disposal of radioactive waste, as well as construction work for the Vector facility, where these activities are carried out. (The Vector facility is a specialized facility located within the Chornobyl Exclusion Zone, designed to provide a centralized and secure system for the processing, storage, and disposal of radioactive waste.)

Other expenses, which include the preservation of ethnocultural heritage in regions affected by the Chornobyl disaster, administration of activities within the Exclusion Zone, and radiological protection of the population, amounted to UAH 0.04 billion, or 1.8% of the total spending.

*The conversion into U.S. dollars for the years 2018–2024 was carried out using the National Bank of Ukraine’s average annual exchange rate. The data for 2025 are planned figures, with the conversion based on the IMF forecast (UAH 45.0 per USD).

Compared to 2023 (UAH 2.11 billion), actual expenses increased by 9% and by 13% compared to 2022 (UAH 2.04 billion). In 2025, expenses for the management of the Exclusion Zone are planned at UAH 2.71 billion.

The calculations are based on a separate budget classification code 2708 (State Agency of Ukraine on Exclusion Zone Management).
