The updated Action Plan implementing the Concept for Development of Ukraine’s Gas Production Industry by 2020 has been approved

DiXi Group think tank welcomes the Government’s decision to update the Action Plan implementing the Concept for Development of Ukraine’s Gas Production Industry by 2020.

The amendments to the Action Plan were drafted by the Working Group consisting of the representatives of the Ministry of Energy and Coal Industry, the Ministry of Ecology, the State Service of Geology and Mineral Resources, American Chamber of Commerce in Ukraine, European Business Association, Association of Gas Producers of Ukraine, UKRGAZVYDOBUVANNYA PJSC, EBRD and invited experts.

The Group conducted multi-stage discussions and finalized the document engaging the representatives from other governmental authorities and stakeholders, in particular diplomatic missions, Energy Regulator of Alberta Province (Canada), World Bank, GIZ, UNDP in Ukraine, Secretariat of Extractive Industries Transparency Initiative (EITI) in Ukraine, experts of the Natural Resource Governance Institute (NRGI) and Omidyar Network.

The document incorporates the measures proposed in the Roadmap for Resource Governance Policy Reform developed by DiXi Group with NRGI’s support. The implementation of the updated Action Plan is expected to contribute to the improvement of the business climate in the extractive sector.

Ukraine Government portal says they expect ease of access to geological information, transition to electronic format of sharing information between extractive companies and executive authorities, establishing of a portal to provide access to information about Ukrainian resources as well as drafting of a new version of the Subsoil Code.

It must be noted that DiXi Group analytics, in the scope of the UNDP Project with the support from the government of Slovakia, initiated updating of the Action Plan in autumn 2017.

The Concept for Development of Ukraine’s Gas Production Industry was adopted on December 28, 2016 and envisages increasing of domestic natural gas production by 2020, raising of investments in extractive regions, better sector governance, transparency improvement as well as ensuring compliance with social standards.
