MPs to Insist on the Consideration of the Draft Law on the Regulator at the Beginning of 2016

MPs Oleksiy Riabchyn (Batkivschyna), Natalia Katser-Buchkovska (Narodnyi Front) and Lev Pidlysetskyi (Samopomich) think that the Draft Law No. 2966 “On the National Energy and Utilities Regulatory Commission” will be put to a vote during the first plenary week in 2016. It was announced during the round table at Ukraine Crisis Media Centre, dedicated to unfreezing this regulatory act.

“Every day we talk that the Draft Law No. 2966 should be considered”, added Natalia Katser-Buchkovska. “We will try to schedule it for the first plenary week in 2016”.

According to MP Oleksiy Riabchyn, the last plenary week in the Parliament will be devoted to discussion and approval of the State Budget.

It should be mentioned that at the beginning of September, the Strategic Advisory Group was announced to be established with involvement of top-notch Ukrainian and international experts and MPs. The Group is finalizing the Draft Law No. 2966 “On the National Energy and Utilities Regulatory Commission”.

While working in the Group, the experts analysed over 190 comments to the Draft Law. The activities of the Strategic Advisory Group were made possible with the support of the “Promotion of Establishment of the Independent Regulator in Ukraine” project, jointly implemented by DiXi Group and the International Renaissance Foundation.

It should also be mentioned that the final version of the Draft Law No. 2966 was reviewed by the Energy Community Secretariat.

Transparency is one of the key prerequisites for effective economic and market development, open competition, fair pricing, and formulation of balanced policy and regulation. Better information openness is also a safeguard against corruption.
