Experts: Without Active Public Participation, the Regulator Cannot be Considered Really Transparent

Adoption of Draft Law 2966-д “On the National Energy and Utilities Regulatory Commission” will facilitate greater transparency and control over the regulator.

This was discussed during a debate at the Ukraine Crisis Media Center, dedicated to adoption of the legal act.

“Potentially, we can receive plenty of information on the state of the market. – DiXi Group Think Tank Program Manager Roman Nitsovych stated: We would like this information to be published on an ongoing, regular basis. Besides, the law outlines the mechanisms of parliamentary, public, and financial control of the NCSREU”.

Besides, in the opinion of Tetiana Boiko, an RRP and Civil Network OPORA expert, representatives of the public have to participate actively in the updated regulator’s activities. “Without participation of activists in the regions, who will have to monitor the work of enterprises –monopolists, we cannot expect that the regulator will be completely functional”, she said.

As previously reported, on 22 September , the Verkhovna Rada adopted the Law On National Commission for State Regulation in Spheres of Energy and Utility Services“.

The document was finalized by members of the parliament on the basis of suggestions of the Strategic Advisory Group consisting of the leading Ukrainian and international experts and members of the parliament. During the group work, the experts discussed more than 190 remarks. It was made possible by the Project “Facilitating Establishment of Independent Regulator in Ukraine” implemented by DiXi Group with the support of the International Renaissance Foundation.
