Expert: “We Need to Revise the Transparency Bill Quickly and Vote it Again”
During her speech on the second day of “EITI in Ukraine: How to Manage Resources Efficiently” conference, Olena Pavlenko, President of DiXi Group’s Think Tank and Deputy Chairperson of the Multi-Stakeholder Group, noted that failed voting on the transparency bill was displeasing but it was a good chance to improve the document.
In relation to the voting in the Parliament, Olena Pavlenko stated: “We’ll have to start our work almost from scratch. Very much was accomplished for 1.5 years, so we are frustrated with it. But one should draw conclusions and go ahead. It’s a good idea to revise the bill. Hence, I suggest that all stakeholders make their proposals within two weeks on how to improve the document. All improvements must be completed by July 1,” the DiXi Group’s President commented.
She pointed out that requirements for a more transparent local governance should be considered in bill No. 4840: “This is what Oleh Prokhorenko, Ukrgazvydobuvannia PJSC’s Head of the Board, spoke about a day ago. We need transparency in using the funds that will be received by communities pursuant to Law No. 3038. This is important because as soon as the funds are allocated locally, the question will arise with regard to who manages those funds and how they are spent.”
