DiXi Group Experts Took Part in the Meeting with Representatives of the German Advisory Group in the Ministry of Energy and Coal Industry

Representatives of the DiXi Group Think Tank took part in a working meeting with representatives of the German Advisory Group (GAG), which was held by the Head of the Ministry of Energy and Coal Industry of Ukraine Ihor Nasalyk. The meeting participants gathered to discuss promising business areas in the energy sector. In particular, the promotion of gas exchange trading in Ukraine.

The German advisors stressed that the Ukrainian market structure is developing in the right direction, and at the same time they drew attention to a number of issues to be resolved. They include access to the market, the level of financial guarantees, restrictions on import capacity, strengthening the role of the Regulator, etc.

The meeting participants discussed the measures aimed at creating and functioning of the natural gas market, creating a gas hub, fulfilling an action plan aimed to reform NJSC Naftogaz of Ukraine, overcoming problems of market access and using the experience of foreign partners regarding such issues.

Minister Ihor Nasalyk noted that the Ministry of Energy and Coal Industry takes a strong line with respect to the reorganization of NJSC Naftogaz of Ukraine. “Monopoly must be overcome,” stressed the Minister and added that as a result of re-organization the company which now has a dominant position and covers 75% of the market will become one of the ordinary traders in the gas market.

In addition, the Minister stressed the need for increasing domestic gas production. According to the Gas Production Development Concept, by 2020 Ukraine intends to reach 100-percent provision of the country with domestically produced gas. In this case, the incentives to increase gas production should include the price of gas, fairness in licensing and transparency of product distribution.

During the meeting, the participants also discussed the prospects of creating a gas hub. The Minister noted that Ukraine is able and ready to start the preparatory work in that direction and proposed to introduce a separate item regarding the creation of a gas hub to the Energy Strategy of Ukraine by 2035.

Creation of conditions for launching a platform for gas trading and a possible “gas hub” is outlined in the Action Plan of the Cabinet of Ministers for 2016 and is an important step in operating a really competitive gas market. The launch of these initiatives should be well thought out, and discussed with all the stakeholders, then it will result in a truly competitive gas price for all consumers and trust of market players to both the state and the rules established thereby,” said Olena Pavlenko, President of DiXi Group
