Data from the National Energy and Utilities Regulatory Commission (NEURC), published on the Energy Map portal, indicate that the process of equipping household natural gas consumers with commercial metering devices in Ukraine is approaching completion. As of 1 January 2026, most regions report metering coverage in the range of 98-100%, while the bulk of consumers without gas meters is concentrated in two major cities – Kyiv and Kharkiv.
Over recent years, most regions have steadily reduced the number of households without commercial gas metering. At the beginning of 2019, seven regions had coverage levels below 90%, but by 2026 almost all of them had reached near-universal coverage. Zakarpattia, Ivano-Frankivsk, Rivne, Ternopil, and Khmelnytskyi regions already report 100% coverage of household consumers with commercial metering. Several other regions, including Vinnytsia, Volyn, Zhytomyr, Chernivtsi, and Chernihiv, show a 99% coverage rate.
While in the past, delays in meter installation were observed in the regions, today they are concentrated primarily in large urban gas supply systems.
The most notable exception remains Kyiv. Despite gradual improvements over recent years, the level of commercial metering coverage in the capital stands at only 72% as of 1 January 2026. For comparison, in 2019 this indicator was 63%. Thus, over seven years Kyiv has increased its coverage by only 9 percentage points, remaining the lowest-performing region in NEURC statistics.
According to data on consumers without gas meters, more than 217 thousand household consumers in the service area of Kyivgas JSC remain without metering devices, of which almost 214 thousand use gas exclusively for cooking. At the same time, among consumers using gas for heating, there are no households without meters.
A similar situation is observed in Kharkiv. The level of consumer coverage in the city increased from 57% in 2020 to 70% in 2026, which is still significantly lower than in the Kharkiv region, where commercial metering reaches 95% of consumers. At the same time, nearly 154 thousand consumers in the city remain without gas meters, of which almost 145 thousand use gas only for cooking.
Thus, Kyiv and Kharkiv together form the largest concentration of household consumers without commercial gas metering in Ukraine – 371 thousand, or 51% of the total number of gas consumers without meters in the country.
Another important feature is the structure of the remaining segment without individual commercial metering devices. As of early 2026, there were nearly 712 thousand gas consumers without meters in Ukraine. Of these, about 638 thousand, or 90%, use gas exclusively for cooking. Another 38 thousand consumers use gas for water heating and cooking, while 36 thousand use it in a combined way, including for heating.
This structure indicates that the main stage of equipping higher-consumption households with meters has effectively been completed. The largest remaining segment of consumers without commercial gas metering now consists of households that use natural gas only for gas stove work.
