Ukraine Submitted Its First Integrated Report on NECP Together with EU Member States
Ukraine has taken an important step toward European integration by preparing its first integrated report on the implementation of the National Energy and Climate Plan (NECP). On March 15, 2025, the report was submitted to the Energy Community alongside European Union countries, in compliance with all European regulations and legislation. This deadline is common for both EU member states and Energy Community countries.
The preparation of the integrated report presented a significant challenge for Ukrainian specialists. While EU countries typically have a two-year reporting cycle, Ukraine managed to prepare this comprehensive document in just four months.
“The first integrated report on NECP implementation, which we prepared with high quality and on time despite tight deadlines, demonstrates the seriousness of our intentions to integrate into the European energy and climate space. This is the result of effective cross-ministerial cooperation, which will form the basis for medium-term economic planning in the coming years. Thanks to the report, we were also able to identify areas where additional efforts and investments are needed to achieve the set goals,” emphasizes Oleksii Sobolev, First Deputy Minister of Economy of Ukraine.
The report was developed in accordance with the requirements of Regulation (EU) 2018/1999 on the Governance of the Energy Union and Climate Action, as well as Commission Implementing Regulation (EU) No. 2022/2299 of November 15, 2022.
The report contains a thorough analysis of Ukraine’s progress in various sectors. Despite the destructive consequences of the war, the study demonstrates positive dynamics in the energy sector. An important part of the report is devoted to analyzing the effectiveness of energy efficiency support mechanisms, including the activities of the Energy Efficiency Fund and its “Rebuild Your Home” program, which helps restore damaged buildings using modern energy-saving technologies.
The document is unprecedented in scale for Ukraine – it contains 23 thematic annexes covering all key areas of energy and climate policy: renewable energy development, electricity and natural gas market functioning, energy security, economy decarbonization, energy efficiency and conservation, and innovation implementation in the energy sector. The preparation of the report required coordination among all involved central executive authorities – experts from the Green Transition Office conducted dozens of interagency meetings, working sessions, and consultations with relevant ministries and agencies.
Work on the report not only allowed for the collection of important data but also consolidated the efforts of various government bodies to achieve a common goal.
“The integrated report is not just another reporting document, but an important analytical tool for planning further steps. It demonstrates how Ukraine combines economic reconstruction with its structural transformation, which will allow it to emerge from this war with a more modern and competitive economic model,” emphasizes Andrii Teliupa, Deputy Minister of Economy of Ukraine.
The main value of the report is the ability to objectively assess Ukraine’s progress in implementing the NECP, approved by the Cabinet of Ministers of Ukraine on June 25, 2024, and identify gaps. Based on this, it will be possible to develop an ambitious yet realistic action plan for NECP implementation, attract necessary investments, and ultimately integrate Ukraine into the EU.
“As part of the integrated report preparation, we conducted a comprehensive assessment of progress in implementing 144 NECP policies and measures across six key dimensions: decarbonization, energy efficiency, energy security, internal energy market, research, innovation, and competitiveness. Despite all the challenges of wartime, we managed to promptly organize communications with all stakeholders in other ministries and agencies, ensure high report quality, and cover all aspects of the NECP. Our next step is to build systematic interagency cooperation and joint work of the entire Government to continue implementing the National Plan,” notes Andrii Kitura, Head of the Green Transition Office.
During the report preparation process, Office specialists, together with colleagues from central executive authorities, processed an enormous amount of data and entered up-to-date statistical and contextual information into specialized online platforms of the European Environment Agency and the Energy Community Secretariat.
At the same time, the preparation of the integrated report has also become a tool for better interagency coordination and monitoring of progress in implementing energy and climate policy measures.
“The preparation and submission of the integrated report allowed us to systematically assess Ukraine’s progress toward achieving the ambitious NECP goals. The monitoring results reflected in the report show that Ukraine is confidently moving toward fulfilling the set tasks, despite extraordinary circumstances. Particularly valuable is that the report was prepared using the same methodology as in EU countries, which allows for comparative analysis and adoption of best practices,” concludes Yuliia Mykhailenko, Green Transition Office expert on the analysis of Ukrainian and EU environmental legislation.
It is expected that the analysis presented in the integrated report will serve as a foundation for further improvement of policies and measures aimed at achieving Ukraine’s climate and energy goals in the context of European integration and post-war recovery.
The development of the Integrated Report on the implementation of the National Energy and Climate Plan was provided by the Ministry of Economy of Ukraine, in close cooperation with the Ministry of Environmental Protection and Natural Resources and the Ministry of Energy of Ukraine, the Ministry of Development of Communities and Territories of Ukraine, the State Agency for Energy Efficiency and Energy Saving (SAEE), the National Commission for State Regulation of Energy and Utilities (NCSREU), NEC “Ukrenergo,” as well as other ministries and departments. The main international partner in preparing the Progress Report was the Energy Community Secretariat, whose experts provided consultations and comments throughout the entire process of forming the Report. The monitoring process for NECP implementation is coordinated by the Green Transition Office at the Ministry of Economy of Ukraine.
