On the Path to the EU: Ukraine Opens the Green Transition Office with Support from DiXi Group
On November 8, Ukraine took another significant step towards green transformation and European integration. At the conference “Ukraine’s Climate and Energy Policy in the EU Accession Process,” the official signing of a Memorandum of Understanding took place between First Deputy Prime Minister – Minister of Economy of Ukraine Yuliya Svyrydenko and British Ambassador to Ukraine Martin Harris.
The event highlighted the growing support for a low-carbon development trajectory, with strategic initiatives outlined in the National Energy and Climate Plan (NECP) bringing together government and international institutions in joint efforts.
One of the key highlights of the conference was the presentation of the Green Transition Office – an independent advisory body, launched with the assistance of DiXi Group, that will assist the Ministry of Economy and other governmental institutions in achieving green transformation goals. The Office, focused on decarbonization, ESG practices, green finance, and low-carbon growth, aims to serve as a platform for innovation and collaboration in climate and energy policy.
First Deputy Prime Minister Yuliya Svyrydenko emphasized the importance of opening the Office as a demonstration of Ukraine’s commitment to sustainable economic development.
“The establishment of the Green Transition Office is an important step that shows Ukraine’s dedication to sustainable economic growth. The green transition is part of our recovery plan. It will support us on our path to the EU and create new opportunities for cooperation with international partners, especially the UK. The launch of this office is significant in promoting the principles of the green transition,” Svyrydenko noted, stressing the importance of attracting foreign investments to achieve the country’s ambitious climate goals.
International partners, including the UK, which has experience in implementing climate reforms, have supported Ukraine in its green transition. The British Ambassador to Ukraine, Martin Harris, emphasized the importance of experience exchange between countries, especially in the context of military threats that have destroyed much of Ukraine’s energy infrastructure.
“As Russian attacks target Ukraine’s energy and distribution infrastructure, the UK is committed to supporting Ukraine in rebuilding a safer, more resilient, decentralized, and technologically advanced energy system. We are helping Ukraine build a Net-Zero future and integrate into European energy markets. By providing expert advice and mobilizing business, the Green Transition Office will help transform Ukraine’s economy,” the Ambassador said.
“Our goal is to develop effective mechanisms for implementing the principles of green transition in Ukraine’s economy. Together with international partners, we will work to attract green investments and help Ukraine achieve its climate and energy targets set out in the NECP. Today, we launch a platform for cooperation, innovation, and gradual movement towards a sustainable future,” said Andriy Kitura, Head of the Green Transition Office and Development Director at DiXi Group, noting that the Office aims to become a catalyst for key changes in reaching the country’s climate ambitions.
Olena Pavlenko, President of DiXi Group, emphasized the importance of Ukraine’s active participation in international climate events and expressed hope that the presentation of the Green Transition Office would inspire the development of national projects aimed at achieving climate goals.
“Rebuilding Ukraine to European standards is a task that cannot be achieved by a narrow circle alone. This process requires the involvement of experts, businesses, international donors, and communities. Only through joint efforts can we achieve quick and high-quality results. The Green Transition Office should become one of the tools for communication and collaboration among all stakeholders to realize ambitious goals in energy, climate, and the economy as a whole,” Pavlenko said.
In addition to opening the Green Transition Office, research aimed at reducing CO₂ emissions and developing environmental standards for industry was presented. Ukraine’s Minister of Environmental Protection and Natural Resources, Svitlana Hrynchuk, noted that achieving the targets set within the NECP would require significant efforts from all sectors of the economy.
“The National Energy and Climate Plan for 2030 is our strategic roadmap, developed according to EU standards and best international practices. I would like to note that the Ministry of Environmental Protection and Natural Resources worked closely with the Ministry of Economy in preparing the NECP, and we are committed to working just as effectively on its implementation,” Hrynchuk concluded.
The conference also focused on supporting investment initiatives that play a crucial role in achieving Ukraine’s climate goals. First Deputy Minister of Economy Oleksii Sobolev stressed that such initiatives could not only ensure economic stability but also boost the competitiveness of Ukrainian businesses in the European market.
“According to our preliminary estimates, realizing the NECP targets will require substantial investments – over $40 billion by 2030 alone. We need to attract both private and public financial resources to implement the plan. Our cooperation with international partners could be key to implementing specific programs to support Ukraine’s decarbonization. We have a range of tools to organize transparent and coordinated investment attraction,” stated First Deputy Minister of Economy Oleksii Sobolev.
This event was another step in fostering international cooperation and demonstrated Ukraine’s readiness for large-scale reforms that bring it closer to European environmental and climate policy standards. The joint efforts of the government, businesses, and international partners within the framework of the memorandum and activities of the Green Transition Office are key to effectively implementing low-carbon initiatives, which will not only promote sustainable development but also help preserve the environment for future generations.
