DiXi Group Announces 10 Communities for the Second Phase of the Green Recovery Project
The DiXi Group think tank team has launched the second phase of the MATRA project “Contributing to the Decentralization, Security, and Stability of the Energy System through Strengthening the Capacity of Local Communities,” supported by the Government of the Netherlands.
At this stage, we will assist ten Ukrainian communities in developing preliminary feasibility studies (pre-FS) for energy efficiency projects included in their Municipal Energy Plans (MEPs). This phase will run until the end of June 2025 and builds on ongoing work with communities focused on developing and implementing MEPs.
DiXi Group experts will help communities increase their awareness of how to implement and manage energy efficiency projects outlined in their MEPs. Additionally, they will provide support, consultations, and expert assessments in the development of pre-FS for these projects.
The final stage of this second phase will feature a presentation of the communities’ project proposals to donors, where the communities will even have the opportunity to get funding for implementing their energy efficiency initiatives.
The following communities will participate in the second phase of the project:
- Voznesensk Territorial Community (Mykolaiv Region)
- Zviahel Territorial Community (Zhytomyr Region)
- Zlatopil Territorial Community (Kharkiv Region)
- Irshava Territorial Community (Zakarpattia Region)
- Krasnokutsk Territorial Community (Kharkiv Region)
- Myrhorod Territorial Community (Poltava Region)
- Novyi Buh Territorial Community (Mykolaiv Region)
- Nosivka Territorial Community (Chernihiv Region)
- Pervomaisk Territorial Community (Mykolaiv Region)
- Sheptytskyi Territorial Community (Lviv Region)
According to Viktoriia Kovalenko, General Manager of Sustainable Development at DiXi Group, the implementation of this project will contribute to Ukraine’s green recovery and promote the transition to a low-carbon economy at the local level.

We would like to emphasize that, as a result of the first phase of the project, during which the DiXi Group team helped communities develop MEPs: 5 plans have already been approved by the communities, and another 5 are at the final approval stage. In addition, DiXi Group specialists developed a “Guide to Institutional Development for Communities” and a “Practical Guide to Energy Management for Communities” specifically for the communities. These educational and methodological materials contain instructions, advice, and practical steps for communities seeking to become more energy-efficient.
The project is being implemented by the NGO DiXi Group with the support of the Government of the Netherlands (MATRA program).
