Russian War Against Ukraine: Energy Dimension | DiXi Group Alert – weekly review

  • Russia continued targeted attacks on Ukraine’s energy facilities. From October 2022 to September 2024, the energy infrastructure suffered 1,024 Russian attacks.
  • Over the past few weeks, over 70 drones and over 30 russian cruise missiles have been observed flying near Ukrainian nuclear power plants – Energoatom.
  • The nuclear security and safety in Ukraine remains unstable – IAEA.
  • Electricity imports, emergency support from the EU countries, and consumer outages were applied to overcome the deficit in the power system.
  • Negotiations with ENTSO-E on increasing permitted limits for electricity imports from the EU to Ukraine from 1.7 to 2.2 GW are in their final stage.
  • The Government has approved the Procedure for the use of state budget funds for the rapid recovery of Ukraine. The funds will be used to restore water, energy, and transportation facilities.
  • The Export Credit Agency signed the first war risk insurance contract for an investment loan – for the purchase of a gas turbine unit.
  • The number of cogeneration units at heating utilities reached 169, of which 83 have been commissioned. Another 290 cogeneration units and over 100 modular boiler houses will be provided by foreign partners – Prime Minister Denys Shmyhal.
  • More than 80% of schools and 100% of hospitals are provided with generators; a total of 16,500 powerful generators have been installed – Shmyhal.
  • The Ukrainian Energy Support Fund has accumulated 560 million EUR.
  • The Ministry of Finance of Ukraine has published an order determining the procedure for customs clearance of biomethane transported by pipelines. This opens up the possibility of exporting biomethane.
  • The ambassadors of the G7 countries to Ukraine emphasized the need to promptly appoint new members of the Supervisory Board of Ukrenergo after the dismissal of the Chairman of the Board Volodymyr Kudrytskyi and the resignation of two independent members of the Supervisory Board.
