Russian War Against Ukraine: Energy Dimension | DiXi Group Alert – weekly review 02.09.2024
August, 26 – September, 1
- On August 26, Russia carried out one of the most powerful missile and drone attacks on Ukraine’s energy sector, hitting substations in 15 regions, the Kyiv hydroelectric power plant, and gas network facilities.
- As a result of the attack, Ukraine was forced to limit power and disconnect some units of the Rivne and Pivdennoukrainsk NPPs from the grid.
- The power system was in short supply, requiring emergency support from EU countries and massive emergency power outages to balance the system.
- Ukrenergo is completing construction of the first stage of anti-drone protection at 41 high-voltage facilities; the State Agency for Restoration is installing protection at 22 more substations.
- The regulator has once again simplified the process of obtaining permits for the installation of new generating facilities (providing for temporary exemption from certain technical requirements, reducing the timeframe for considering requests, eliminating the need for cost-benefit analysis, etc.)
- Ukraine has completed a large-scale program to exchange incandescent light bulbs for energy-saving ones – a total of 40 million lamps have been exchanged.
- The government has adopted the Strategy for the Recovery, Sustainable Development, and Digital Transformation of Small and Medium–Sized Enterprises for the period up to 2027 and approved an action plan for its implementation.
- The first industrial park received funding (UAH 150 million for the construction of a transformer substation) under the state program Made in Ukraine.
- Ukraine has the ambition to open all chapters of EU accession negotiations in the first half of 2025 during Poland’s presidency of the EU Council – Prime Minister Denys Shmyhal.
- The USA will increase assistance to Ukraine in restoring damaged energy facilities in response to another wave of Russian attacks, US President Joe Biden said.
- Belgium and Ukraine signed memorandums to allocate EUR 150 million to rebuild social and energy infrastructure.
