  • During the Chornobyl International Conference on Nuclear Safety and Recovery, Ukraine began mobilizing funds to restore the Chornobyl Nuclear Power Plant’s New Safe Confinement, which was damaged by the Russian attack: an agreement was signed with the EBRD to allocate EUR 30 million for the first phase of restoration (damage assessment, design), other partners made initial commitments totaling nearly EUR 100 million.
  • To ensure a successful heating season, the strategic goal has been set to restore 6 GW of generating capacity, including 3.8 GW of thermal power plants. Thanks to the efforts of energy sector professionals, 1 GW of generating capacity has already been restored, according to Energy Minister Denys Shmyhal.
  • On April 23, the NEURC adopted a resolution establishing new price caps on the electricity market effective April 30, 2026: 15,000 UAH/MWh (maximum) and 10 UAH/MWh (minimum) on the day-ahead and intraday markets, as well as 17,000 UAH/MWh (maximum) and 0.01 UAH/MWh (minimum) on the balancing market.
  • Electricity imports to Ukraine rose by 30.7% to 150,200 MWh. Exports, in turn, fell by 46.5% to 5,500 MWh.
  • The Cabinet of Ministers approved the Program for the Development of Biomethane Production through 2035, which calls for production to grow to over 1 bcm in 2030 and approximately 2.1 bcm in 2035. The document also provides for the full-fledged introduction of a national certification scheme and guarantees of origin for biomethane, with subsequent mutual recognition with the EU. The expected volume of investment in the sector by 2030 is EUR 500 million.
  • The European Commission and the EIB announced a support package of over EUR 600 million for Ukraine’s recovery (specifically for energy, housing, and infrastructure) during the Ukraine–EU Business Summit. The bulk of the funding (EUR 466.5 million) will be coordinated by the Ministry of Development and directed toward energy efficiency programs, housing reconstruction, and transportation projects, with relevant agreements to be prepared for the Ukraine RecoveryConference 2026.
