The Verkhovna Rada adopted Bill No. 14067, which paves the way for the large-scale implementation of individual heating units. The final version of the bill includes proposals from DiXi Group that guarantee consumers the right to independently choose contractors for the installation and maintenance of heating units, and eliminate strict requirements regarding installation deadlines.
As part of its advocacy efforts regarding changes in the district heating sector, the DiXi Group team prepared an analytical review of the development of a sustainable system for the implementation and maintenance of individual heat distribution units. Based on this review, proposals for Bill No. 14067 were developed and presented to members of parliament and the Verkhovna Rada Committee on Energy, Housing, and Utilities.
DiXi Group proposed:
to grant consumers the right to independently select contractors for the installation and maintenance of heat distribution units;
to remove mandatory provisions regarding the deadlines and mechanisms for their installation.
The Verkhovna Rada Committee took these proposals into account while preparing the draft law “On Amendments to Certain Laws of Ukraine Regarding Support for the Development of Efficient and Sustainable Centralized Heat Supply” for its second reading. The law was adopted by the Verkhovna Rada on July 15.
