Ten Ukrainian communities will develop Municipal Energy Plans based on the principles of “green” recovery with the support of DiXi Group
The team of DiXi Group think tank will help ten Ukrainian communities develop draft Municipal Energy Plans (MEPs) in accordance with the principles of green recovery, taking into account their energy needs and resource potential.
Following the selection process, communities from six Ukrainian oblasts will participate in the project, which is being implemented with the support of the Dutch government’s MATRA program and the European Climate Foundation.
Communities will receive expert support in identifying goals and ways to implement the MEPs, based on the specifics of the region, the legal framework, international obligations, requirements of European energy legislation, and their own financial capabilities. The development of relevant plans by 2024 is a mandatory requirement for local governments under the Energy Efficiency Law.
In addition, the experts will assess the resource potential of communities and provide recommendations on energy efficiency measures, the development of renewable energy projects, and innovative solutions on the path to green recovery.
The first meeting of the initiative took place in December. During the event, representatives of DiXi Group, the MATRA program, and the European Climate Foundation outlined the project’s roadmap. The participating communities briefly presented themselves.
The list of project participants includes:
- Voznesensk and Novyi Buh (Mykolaiv region)
- Balta (Odesa region)
- Poltava
- Zhovkva (Lviv region)
- Krasnokutsk and Pervomaiskyi (Kharkiv region)
- Koryukivka, Mena and Nizhyn (Chernihiv region)

The communities will participate in training sessions to strengthen their organizational and managerial capacities in implementing and managing energy initiatives. The project also includes measures to promote energy efficiency, strengthen the institutional capacity of communities, and create conditions for effective cooperation and exchange of experience between different stakeholders.

“Energy efficiency, development of renewable energy sources, transportation solutions that will also reduce dependence on fossil fuels are the things that help Ukraine now, during the war, and are important for the energy security and sustainability of our country in the future,” added Iryna Stavchuk, Program Manager of the European Climate Foundation in Ukraine. ”Recently, at the international climate talks, it was decided that the whole world should gradually move away from the use of fossil fuels. And our movement to the European Union also implies that Ukraine will understand and take into account these global goals.”
The project is being implemented by DiXi Group with the support of the Dutch government (MATRA program) and the European Climate Foundation (ECF).
