- russia continues targeted terror in the border areas. On the night of May 22, drones attacked energy infrastructure facilities in the cities of Shostka and Konotop, resulting in 518,000 customers in 1,200 settlements without electricity. There were also power supply disruptions in the neighboring Chernihiv and Kharkiv regions.
- On May 21, as a result of shelling, distribution networks in the city of Kharkiv were disconnected, about 190,000 customers were left without electricity to prevent technological disruptions. On May 22, the equipment of a high–voltage substation and two overhead lines were disconnected in the Kharkiv region.
- As of May 27, 458 settlements remained without electricity due to hostilities and technological violations.
- On May 23, the 750 kV line connecting the occupied Zaporizhzhya NPP with the Integrated Power System of Ukraine was disconnected for several hours, and only the 330 kV line remained operational.
- To cover the deficit in the power system, the TSO used imports (113.6 GWh) and emergency support from European countries. The cumulative duration of restrictions on the consumption of industry and household consumers in the form of scheduled hourly outages amounted to 87 hours (52% of the hours of the week).
- On the day–ahead market, prices were close to or at the level of price caps in 60.7% of the settlement periods (mainly night hours, morning and evening peaks).
- The Cabinet of Ministers approved the resolution, which provides for the improvement of the balancing mechanism of the power system operation and the fair distribution of electricity for consumers during outages.
- The NEURC has made it possible to set off mutual claims between electricity market participants in case of mutual debts under an agreement on settlement of imbalances or an agreement on participation in the balancing market.
- The government continues to provide critical infrastructure facilities with alternative sources of electricity generation, special attention is paid to educational institutions – Prime Minister Denys Shmyhal.
- By the end of May, a decision on setting new electricity tariffs for households will be adopted – Minister of Energy Herman Galushchenko.
- On May 20, a government draft law was submitted to the Verkhovna Rada, which extends the effect of the settlement mechanism to the debts of heat supply companies for gas, which were accumulated during June 2021 – October 2023.
- Experts pointed out the need to adjust the draft law on increasing excise duties on fuel, in particular, regarding the ratio between excise duty rates on liquefied petroleum gas and gasoline.
- The United States delivered equipment to restore Kharkiv’s power grids, including 50 voltage transformers, nine current transformers, and 80 insulators.
- Austria announced another contribution of 5 million EUR to the Ukraine Energy Support Fund.
- NEFCO has included 5 additional projects in the initiative to restore key municipal infrastructure.
