Olena Pavlenko: Two News Items for Ukraine

President of DiXi Group, Olena Pavlenko, took part in a workshop. An event organized by Heinrich Böll Foundation was held on November 2-3 in Vienna. The workshop was devoted to discussion of the situation in the energy sector in the Eastern and Southern European countries, more specifically, in the spheres of environment protection, abandonment of the coal use, and development of renewable energy sources. Participants of the event were representatives of regional offices of the Foundation as well as experts from Ukraine, Georgia, Serbia, Bosnia and Herzegovina, Russia, and Croatia.

Within the framework of the visit, the participants also visited the Energy Community Secretariat to discuss the status of implementation by the member states of their obligations in the environmental sphere. “There are two news items for Ukraine”, Olena Pavlenko commented. – One piece of news is that soon the Energy Community Secretariat will provide its assessment of the revised wording of the National plan of reduction of emissions from large combustion plants. At the end of October, the Ministry of Energy forwarded the revised plan, which had to take into consideration all comments of the Secretariat. Currently, the Secretariat response is expected, and we hope it will be positive”.

The second piece of news, according to Olena Pavlenko, refers to the likelihood of reopening the proceedings against Ukraine for delaying the implementation of Directive 2001/42/EC on evaluation of environmental effects. As the law adopted by the Verkhovna Rada has not come into effect, the European side may reopen the proceedings in response.
