DiXi Group Shared Its Experience in Advocating the EITI

President of DiXi Group think tank Olena Pavlenko participated in the discussion of “Reforms in Ukraine and Drives thereof: What’s the Most Effective Way to Organize Cooperation between Public Authorities and NGOs?” that was organized by the Democratic Initiatives Foundation with the support of the International Renaissance Foundation, Swedish International Development Cooperation Agency (SIDA) and Think Tank Fund.

The participants in the event discussed the role of non-governmental think tanks in reforming the society, in particular whether they could combine the role of analysts and advocates for change, participate in reform monitoring and help implement the reforms. Discussion also developed around the need for close cooperation of think tanks at the central and regional levels, reform of public councils attached to public authorities, cooperation with the state analytical centres.

When presenting DiXi Group’s case of advocating the Extractive Industries Transparency Initiative (EITI) in Ukraine, President of the organization Mrs. Olena Pavlenko underlined the importance of distributing functions between the partners within the framework of non-governmental coalitions and partnerships, and expressed the idea that it would be rational for think tanks to not only control the reforms but work in partnership with decision-makers. “We had to not only control the process of implementation of the EITI, but, with the support of the International Renaissance Foundation, to work on the first draft of the transparency law to increase transparency in the extractive industry. This had a positive effect too — we understand what we advocate and which crucial principles laid down in the document we must promote”, said DiXi Group’s President.
