DiXi Group Presented the Proposal by the Working Group 5 during the Meeting between EU–Ukraine Platform, Government and Parliament

Mrs. Olena Pavlenko, President of DiXi Group think tank, participated in the meeting of the Ukrainian side of the EU–Ukraine Civil Society Platform with Mrs. Ivanna Klympush-Tsyntsadze, Vice Prime Minister of Ukraine for European and Euro-Atlantic Integration, and other representatives of the Government and the Parliament who discussed the progress in the implementation of the Association Agreement and cooperation between the parties.

Speaking on behalf of the Working Group 5 “Energy, Transport, Environment and Climate Change of the Ukrainian side of the Civil Society Platform, Mrs. Pavlenko read the Group’s statement concerning the Government’s Hydropower Development Program by 2016 that had been approved without the proper participation of the public and without the public discussion and disregarded the possible impact of the Program on the environment and people’s health. In response to the invitation of the Ministry of Energy to hold consultations on this issue, Deputy Minister of Energy Mr. Didenko agreed and promised to organize such consultation with the Minister of Ecology.

Other energy-related issues discussed during the meeting included, in particular, the need to accelerate the implementation of Directive 1999/32/EC (the Energy Community initiated a dispute settlement procedure against Ukraine because of the failure of the latter to comply with its commitment to implement this Directive); the importance of increasing transparency of the process of adjustment and approval of the new Memorandum of Understanding between the EU and Ukraine in the energy sector; the need to resume the work of the Multilateral Group for the Implementation of Requirements of the Energy Community on the basis of the Ministry of Energy. Mr. Didenko, the Deputy Minister of Energy, stated the readiness of the Ministry for closer cooperation with the public.
