- On November 17, Russia conducted another massive combined attack on the energy sector facilities in Ukraine. In total, the enemy launched 120 missiles and 90 drones, and hit critical infrastructure facilities in 6 regions.
- More than a million consumers were left without electricity as a result of the latest Russian attack – President Volodymyr Zelenskyy.
- On November 16, one of the two power lines of the occupied Zaporizhzhia NPP was cut off due to enemy shelling.
- The Verkhovna Rada registered two draft laws aimed at implementing the latest EU legislation in the field of critical infrastructure protection (Directive (EU) 2022/2557) and cybersecurity (Directive (EU) 2022/2555).
- The Cabinet of Ministers adopted the Procedure for Monitoring and Supervision over the Implementation of the Ukraine’s Plan; within its framework, the Ministry of Economy will act as the national coordinator, and the Ministry of Finance will act as an independent audit body.
- The NEURC proposes to set the transmission tariff at 665.26 UAH/MWh (+25.8%); the dispatch tariff is to be set at 95.07 UAH/MWh (–9.1%).
- Guaranteed Buyer held the first successful auction for the allocation of quotas to support electricity generation from biomass, biogas and small hydropower plants: 1.9 MW of the 11 MW were allocated.
- The Regulator approved draft gas transmission tariffs for 2025–2029; tariffs for transborder interconnection points may increase by 57–131%, and for domestic interconnection points – by more than four times.
- Naftogaz capitalized deferred interest payments on 2028 Eurobonds in the amount of USD 83.8 million, bringing the nominal amount of debt to USD 583.8 million.
- Since the start of the full–scale invasion, Ukraine has attracted more than USD 100 billion in external financing – Prime Minister Shmyhal.
- The U.S. International Development Finance Corporation (DFC), international insurance and reinsurance broker AON, and insurance company ARX sign an agreement to launch a war risk reinsurance mechanism in Ukraine.
