Summary
— In the autumn and winter period, Russia intends to continue attacking Ukraine’s critical infrastructure, including the energy system – the Military Intelligence Directorate of the Ministry of Defence. The Russians are amassing weapons and conducting reconnaissance to identify priority targets.
— The intelligence also reports the increased number of information and psychological operations. In particular, Russian social media have started spreading information about the alleged decision to blow up the Zaporizhzhia NPP, as well as about a planned man-made disaster at the Kursk NPP to blame Ukraine.
— The Acting Chair of the State Nuclear Regulatory Inspectorate Oleh Korikov wants to hear a more objective position of the IAEA on all illegal actions of the Russian occupiers at the ZNPP.
— The power system recorded a new summer consumption record. Ukrenergo used emergency assistance from the power systems of Romania (twice) and Poland, with a total capacity of 400 MW every hour (19:00-22:00). The emergencies are a frequent cause of power outages.
— Electricity trading significantly intensified in the bilateral contracts segment. The September index amounted to 3,880.5 UAH/MWh (+10.2% as compared to August).
— Ukraine will not participate in negotiations on the extension of transit contracts with Russia after 2024 – the Minister of Energy Herman Halushchenko.
— The government allocated 350 million UAH from the reserve fund to provide financial support to TPPs and CHPs operators by compensating interest on loans for the restoration, repair or replacement of energy infrastructure.
— 60% to 80% of the repairs have been completed, depending on the type of facilities, the plan to restore the power system and its preparation for the heating season – so the CEO of Ukrenergo Volodymyr Kudrytskyi.
— The Ministry of Infrastructure approved a draft of new building codes, which sets clear requirements for the design and construction of civil protection facilities, as well as the reconstruction and overhaul of existing ones.
— The government set an Interagency Working Group to develop the National Energy and Climate Plan.
— The Regulator approved changes to the Distribution Systems Code in terms of grid connection of power charging stations, as well as improved some provisions of the Commercial Metering Code.
— After loud media investigations, a draft law on the peculiarities of settlements with producers under the feed-in tariff with facilities in the temporarily occupied territories has been submitted to the Verkhovna Rada.
— According to journalists, the State Audit Service discovered violations and inconsistencies in GTSOU at 341.2 billion UAH, including 82.6 billion UAH in financial losses.
— The government handed over to Ukrnafta three arrested companies belonging to the Russian-based Tatneft.
— Nuclear regulators of Ukraine and Canada signed a memorandum of understanding on cooperation and exchange of information.
