DiXi Group Alert: Why it is necessary to resume publication of aggregated information on the consequences of hostilities for Ukrainene’s energy system 

DIXI GROUP NGO calls on the Ministry of Energy of Ukraine to resume publishing information on the consequences of russia’s attacks on the energy system, including the interruption and restoration of gas and electricity supply to consumers. Publication of aggregated information at the regional and national levels mitigates the risks of disclosing sensitive data, while allowing for an assessment of the overall scale of the damage.

WHAT HAPPENED?

Since the beginning of the full-scale war, there has been a systemic trend of decreasing publicly available information on Ukraine’s energy sector. The vast majority of data was closed at the beginning of the war for security reasons. However, at the end of 2024, there were some cases of further data closure by order of the Minister of Energy.

Despite this, from the first days of the full-scale invasion, the Ministry of Energy regularly provided updates on the impact of hostilities on the energy system. Daily aggregated statistics were provided at the regional level on the number of consumers without gas and electricity supply and on the restoration of these services. In an almost complete information vacuum, this data has significant public value.

However, on October 28, 2024, the Ministry of Energy stopped publishing aggregated statistics on gas and electricity interruptions and restoration at the regional level. The only publicly available data remained the total number of consumers across Ukraine for whom the electricity supply was restored following hostilities.

On March 27, 2025, the Ministry of Energy stopped publishing even aggregated nationwide data on the restoration of the electricity supply. As a result, the Ministry has entirely stopped reporting on the consequences of russia’s criminal actions against Ukraine’s energy system.

WHAT ARE THE EXPECTED CONSEQUENCES?

The unavailability of even aggregated public information complicates the assessment of the state of the energy system and the reliability of the energy supply. This negatively impacts the ability of civil society, businesses, and international partners to properly assess the situation, plan their activities, and respond effectively. The lack of transparency also undermines public trust in state institutions, which may lead to social tensions, especially amid potential application of electricity outages.

The information vacuum enables russia to spread disinformation, including claims that russian occupation forces are allegedly adhering to ceasefire agreements on energy and other civilian infrastructure. It also risks reducing international attention – without data on the consequences of attacks, there is a false perception that the threat has passed or that Ukraine’s energy sector no longer requires support.

International organizations need this data to confirm the impact of attacks on human health and lives, which serves as a crucial argument for recognizing these actions as crimes against humanity and mobilising international support to hold russia accountable.

In addition, the Ministry of Energy’s decisions not to publish information should be publicly communicated with a clear rationale. The lack of justification creates risks of information manipulation and undermines trust in official sources. It is important to follow a systematic and predictable policy that considers real security risks and stakeholders’ needs for access to information.

RECOMMENDATIONS:

  • Resume the daily publication of information on the impact of hostilities on the energy system, including quantitative data on the interruption and restoration of gas and electricity supply to consumers.
  • Ensure aggregation of information at the regional and national levels.
