Of the more than 9 GW of generating capacity at thermal power plants (TPPs), combined heat and power plants (CHP), and hydroelectric power plants (HPPs) damaged during the heating season, over 4 GW has alreadybeen restored, including about 85% of available TPP capacity and 66% of HPP and pumped–storage hydroelectric power plant (PSHPP) capacity, according to Energy Minister Denys Shmyhal.
Foreign Minister Andriy Sybigaannouncedthat the restoration of the “Shelter” facility at the Chornobyl Nuclear Power Plant following the attack in February 2025 will cost EUR 500 million, with some countries having already committed to providing tens of millions of euros as part of the EBRD project.
The governmentallocatedUAH 732.5 million for the connection and installation of cogeneration units (nearly 100 MW of electrical and 107 MW of thermal capacity, 75 units) and modular boiler houses as part of the Regional Energy Resilience Plans; by October 1, the regions must ensure the installation and commissioning of these facilities.
TheCabinetofMinistersapprovedthe NationalProgramfor theAdaptationofUkrainian Legislation to EU Law, which includes a clear harmonization schedule in the energy sector, including the integration of the Ukrainian and EU electricity markets starting in 2028, the implementationof REMIT and theHydrogenand Decarbonized GasMarket Package,the development of renewable energy sources, the setting of a date for the transition to 15–minute imbalance settlement period, the updating of network codes, the launch of the REMIT IT system, andthe implementation of EU energy efficiency legislation by the end of 2027.
The governmentamendedthe Procedure for Conducting Tender for the Construction of New GeneratingCapacity,introducingacontract–for–differencemechanisminplaceofmonthly payments per 1 MW of capacity, setting the price cap at the weighted average day–ahead market price over the past 12 months plus double the NBU discount rate, and establishing the calculated market price as the maximum of the day–ahead or bilateral contract market baseload indices.
The governmentseta renewable energy support quota within the framework of auctions for 2026 (330 MW, of which 250 MW is for wind power) and established indicative projected annual quotas for 2027–2029 within the range of 340–375 MW, also predominantly for wind power generation.
Energy Minister Denys Shmyhalreportedthat during the last heating season, gas imports exceeded 4.6 bcm, while in 2025, production in Ukraine reached 16.97 bcm (2.4 billion cubic meters more than forecast), and private companies increased production by more than 14%.
The governmentupdatedthe PSOs in the gas market: it extended their validity for the households and gas distribution networks until September 30, 2026, abolished preferential gas supplies for most electricity producers, retaining them only for new facilities in frontline regions, and extended the term for OGTSU to purchase imported gas until April 15, 2026, with a slight reduction in volumes.
