In order to systematize the work of communities in the field of sustainable energy supply, the Ministry for Communities, Territories and Infrastructure Development of Ukraine approved the Methodology for the Development of Local Energy Plans (hereinafter – the Methodology) in implementation of the Law “On Energy Efficiency.” The Methodology was adopted on 21 December 2023.
According to this Methodology, all Ukrainian communities must develop and approve Local Energy Plans by November 2025 for the period up to 2030, documents that define the vector of their energy development.
In essence, a Local Energy Plan is a strategy outlining how a community can efficiently use its energy resources, including renewable energy sources, save budget funds, and attract investments for the energy modernization of facilities. In practice, this means identifying optimal solutions to improve the quality of municipal services and make the community more resilient and comfortable for living both today and in the future.
During the preparation of LEPs, experts and community representatives face a number of challenges, as revealed by a recent DiXi Group survey:
- Limited access to energy consumption data: Due to martial law or internal policies of energy supply companies, communities do not always have access to complete technical indicators.
- Insufficient awareness of financial mechanisms: Community representatives are often unaware of the funding programs for which they are eligible to apply.
- Lack of qualified specialists and low institutional capacity: Most communities lack qualified professionals capable of conducting proper data analysis and taking responsibility for the preparation and implementation of LEPs.
The absence of energy consumption data represents a critical gap in the preparation of a high-quality document. Electricity suppliers and distribution system operators often refuse to provide aggregated consumption data or provide incomplete or purely formal responses that do not contain the requested information.
In response to this challenge, DiXi Group has developed Methodological Recommendations on calculating energy consumption data in cases where such data cannot be obtained from energy supply companies.
The purpose of this material is to analyze methods for obtaining baseline information, which is particularly important in situations where communities lack the necessary statistical data and documentation, and where access to information from private energy supply companies and building asset holders is limited or complicated.
