  • On the night of December 13, another massive strike was launched against Ukraine’s energy system. The enemy used 465 strike UAVs and 30 missiles of various types, of which 417 drones and 13 missiles (87% of targets) were destroyed. More than 1,000,000 consumers were left without electricity, with the Odesa region being the most affected.
  • The Cabinet of Ministers of Ukraine approved a resolution on measures to ensure electricity supply in the autumn-winter period, which provides for a reduction in the list of critically important facilities with guaranteed electricity supply and the strengthening of energy saving measures, in particular, restrictions on outdoor lighting of buildings and street lighting. The document also aims to accelerate the commissioning of distributed generation facilities and create conditions for the import of electricity by state-owned enterprises.
  • The government is allocating UAH 665.3 million from the state budget reserve fund to purchase fuel for generators in frontline regions during the heating season.
  • There were no commercial exports of electricity from Ukraine in the reporting week. Imports, in turn, increased by 63.2% to 182.2 GWh.
  • Naftogaz and PrivatBank signed an agreement on an additional loan of UAH 5 billion to purchase imported gas for the autumn-winter period, according to Serhiy Koretsky, com[any CEO.
  • The Verkhovna Rada of Ukraine registered draft law No. 14282, which aims to strengthen guarantees for the independent and stable exercise of powers by the energy regulator NEURC. The document provides for clarification of the status, structure, and number of members of the Regulator, improvement of the procedures for competitive selection, appointment, and rotation of NEURC members, as well as mechanisms for the Commission’s regulatory activities.
  • As part of the EMPOWER project, the Ministry of Development and GIZ launched an additional emergency component called Resilient Power Initiative, which provides for the supply of equipment for the deployment of distributed generation worth EUR 25 million. Ukrainian communities will receive cogeneration units and modular boiler rooms of various types, and the first batch of equipment, as agreed by the parties, will be delivered to the designated communities at the end of January 2026.
