DiXi Group experts, as part of the RRR4U (Resilience, Reconstruction and Relief for Ukraine) consortium, made an advocacy visit to Brussels aimed at strengthening international support for Ukraine in 2026-2027 and promoting the green recovery agenda.
On December 11-12, DiXi Group President Olena Pavlenko and Research Director Roman Nitsovych took part in consortium meetings with representatives of European Union institutions, member state governments, and leading think tanks. During the meetings, they discussed guaranteed sources of macro-financial assistance to Ukraine, current needs for infrastructure recovery, primarily in the energy sector, as well as conditions and priorities for attracting investment.

RRR4U experts also presented the results of monitoring the implementation of Ukraine’s Plan under the Ukraine Facility program and outlined their vision for further reforms.
“We paid particular attention to reforms in the electricity sector, corporate governance of state-owned companies, the independence of the regulator (NEURC), the protection of vulnerable consumers, and the fight against corrupt practices,” emphasized DiXi Group President Olena Pavlenko.
We also managed to discuss with international partners the financial needs for the restoration and protection of energy infrastructure amid ongoing attacks by Russia. An important topic of discussion was the implementation of the National Energy and Climate Plan until 2030 (NECP) as a framework for green economic recovery.
The consortium members also met with representatives of the European External Action Service, the Cabinet of the President of the European Council, the Belgian government, and the Permanent Representation of the Netherlands to the EU. During these meetings, they discussed macro-financial and defense support for Ukraine, in particular through the mechanisms of the so-called “reparation loan” from frozen Russian assets. RRR4U members emphasized the importance of long-term decisions on financing Ukraine, strengthening the conditionality of budget support, and the role of civil society in ensuring transparency and accountability.
The visit resulted in agreements on further cooperation with European institutions, in particular on future macro-financial assistance programs and reform plans in the energy sector.
The advocacy visit was supported by the International Renaissance Foundation as part of the project “Research and Advocacy of Opportunities for Green Recovery in Ukraine,” implemented by DiXi Group.
