Russian War Against Ukraine: Energy Dimension | DiXi Group Alert – weekly review

 

April 29 – May 5

 

  • On May 4, the Russian military attacked energy infrastructure in the Dnipropetrovsk region, resulting in a power outage at a substation, 2 mines, a water utility, industrial and residential consumers.
  • On May 5, Russia attacked the Slovyansk TPP with five missiles, damaging a number of facilities.
  • On the night of May 6, Russia attacked a high-voltage facility of Ukrenergo, leaving 400,000 consumers in the city of Sumy without electricity.
  • In recent months, massive Russian attacks on energy infrastructure facilities caused over 1 billion USD in damages – so the Minister of Energy Herman Halushchenko.
  • The Defence Intelligence of Ukraine has published video evidence of the occupiers using kamikaze drones over the reactors of the Zaporizhzhia NPP. The Russian school of drone operators “Arkhangel”, which is funded and supervised by the General Staff of the Russian Armed Forces, is responsible.
  • Domestic generation, imports, and emergency assistance were used to cover the electricity demand. Due to favorable weather conditions, the power system is currently balanced with renewables.
  • The Base BCM index for May was at 3,304.8 UAH/MWh (+24.1% as compared to April). The Base DAM index moderately decreased to 3,505.4 UAH/MWh (-16.7% WoW).
  • Ukrtransgaz plans to increase the volume of gas stored by non-residents from 2.5 to 4 bcm – so the CEO of Naftogaz Oleksii Chernyshov
  • The government decided to allocate 3.7 billion UAH to the State Agency for Infrastructure Recovery and Development, in particular 1.8 billion UAH for repair and arrangement of critical infrastructure facilities in the fuel and energy sector.
  • The Cabinet of Ministers approved the share of profit of GTSOU (5.639 billion UAH) to be paid as dividends based on the results of 2023. This share for GTSOU is 50% given that 30% of net profit is allocated to the implementation of decentralized peaking generation projects and other security of electricity supply measures.
  • The NEURC provided for simplification and acceleration of the grid connection procedure for gas turbine or gas piston power plants, including cogeneration. In particular, gas DSOs are obliged to ensure the connection within a month after concluding the contract.
  • Also, the Regulator has published draft amendments to the price caps on the DAM, IDM, and balancing market in electricity, and extended exclusive trading conditions in certain market segments for the period of martial law to aggregators.
  • The Cabinet of Ministers agreed to the establishment of the Marine Oil Terminal “Pivdenny” SE and its transfer to the management of the Ministry of Energy.
  • Ukraine and the United Kingdom are launching the first 13 innovative energy projects under the InnovateUkraine program.
  • Winners have been announced in the competition under the Energy Efficiency in Public Buildings in Ukraine program, implemented by the Ministry of Infrastructure and financed by the EIB and grants from E5P and NIP.
