  • On the night of September 2, Russia carried out a massive missile and drone attack on the energy infrastructure of the city of Odesa and Odesa region, which seriously damaged key power transmission facilities, left at least 350,000 consumers without electricity, and caused disruptions in functioning of critical infrastructure and electric transport.
  • With the IAEA acting as a mediator, repairs have begun on the 330-kV “Ferosplavna-1” transmission line to restore external power to the Zaporizhzhia Nuclear Power Plant (ZNPP), which has been operating on emergency diesel generators for over two weeks amid dwindling fuel reserves.
  • A decision by the National Security and Defense Council, enacted by a presidential decree on August 31, provides for increasing backup power capacity for critical infrastructure by 20%, building up at least two weeks’ worth of fuel reserves, strengthening engineering protection, and establishing repair reserves to prepare the energy and utilities infrastructure for the winter of 2026/2027.
  • Norway has seized the Russian vessel “Professor Molchanov” with the view to enforce an arbitration award in favor of Naftogaz regarding compensation for assets expropriated in Crimea, with outstanding obligations amounting to approximately USD 4.22 billion in principal debt.
  • As part of the Comprehensive Energy Resilience Plans, 642.4 MW of distributed gas-fired generation capacity has been connected to the grid, of which 491 MW has been commissioned, while the government’s plan provides for the commissioning of 800 MW of capacity by the end of 2026.
  • Germany is allocating an additional EUR 250 million to the Ukraine Energy Support Fund, bringing its total contribution to EUR 807 million, while the Fund’s additional financing need stands at EUR 311.5 million.
  • The EU allocated EUR 30 million in grant support, which will supplement EUR 200 million in EIB financing for the modernization of municipal heat supply, the development of decentralized power generation, and the improvement of energy efficiency, primarily in frontline communities.
  • The government allocated over UAH 2.24 billion for a one-time “Winter Support” payment of UAH 19,400 to vulnerable households in combat zones during the 2026/2027 heating season.
