DiXi Group explored into what is going to happen with Naftogaz
Think tank DiXi Group carried out a SWOT analysis of two main models of NJSC Naftogaz of Ukraine’s unbundling: as suggested by the Ministry of Energy and by Naftogaz itself. Based on the publicly available information, DiXi Group’s experts have identified strengths and weaknesses of each model, as well as the opportunities and threats entailed by their respective implementation.
It was discovered that each of them feature both advantages and pitfalls which brings the Government to a challenging and uneasy task to chose direction for the future of Ukrainian gas market development. Unbundling of gas transportation function and assets from the vertically-integrated Naftogaz group of companies remains a question of principle within the requirements of the Third Energy Package implementation.
The highly controversial process thus must go on among the doubts of which variant is more compliant with Directive 2009/73/EU and facilitates the further advancement of the market liberalization. It is expected that unbundling would create a competative envirenment at the gas market and would stimulate attraction of foreing investments, which eventually benefits the end users by lowering the energy prices. DiXi Group’s research has been completed within the Think Tank Development Initiative implemented by the International Renaissance Foundation in cooperation with the Think Tank Foundation (TTF) and financially supported by the Embassy of Sweden in Ukraine (SIDA).
