According to Energy Map, in September 2025 Ukrainian consumers used approximately 585 million cubic meters of natural gas, 1.7 million tonnes of hard coal, 596 thousand tonnes of diesel fuel, 262 thousand tonnes of gasoline, 126 thousand tonnes of liquefied petroleum gas (propane and butane), and 1.4 thousand tonnes of fuel oil.
These estimates are based on data from the State Statistics Service* (total consumption excluding fuel stations) and the State Tax Service (sales through the fuel station network).
Compared to September 2021, the period before the full-scale invasion, fuel oil consumption dropped 10.5-fold, natural gas consumption decreased 2.1-fold, and coal consumption fell 1.7-fold. In contrast, motor gasoline consumption increased by 49%, diesel by 6%, and LPG by 4%.

In terms of regional structure, the highest natural gas consumption in September was recorded in Kharkiv region (116.1 million cubic meters) and Kyiv city (102.9 million cubic meters. The lowest volumes were used in Kirovohrad (1.6 million cubic meters), Chernivtsi (1.1 million cubic meters), and Kherson (0.9 million cubic meters) regions.

Excluding retail sales through fuel stations, the highest consumption was recorded for:
- diesel fuel – in Dnipropetrovsk and Poltava regions;
- motor gasoline – in Kyiv city and Dnipropetrovsk region;
- LPG – in Lviv and Dnipropetrovsk regions.
* The State Statistics Service compiles data on energy resource use based on a sample survey. The sample covers enterprises across all types of economic activity, except for households (T), extraterritorial organizations (U), and the “other services” section (S). A stratified sampling method is used in calculations, allowing the results to be scaled to the national level.
During the full-scale war, the State Statistics Service published data only for select months of 2025, making the information irregular and only partially comparable.
