The DiXi Group think tank, together with the Ministry of Economy, Environment and Agriculture of Ukraine, announces public consultations on the proposed changes to Ukraine’s National Energy and Climate Plan (NECP).

Following the adoption of the document in June 2024, Ukraine committed to updating the National Energy and Climate Plan in light of wartime realities, dynamic policy changes, and the intensified EU accession negotiation process.

An expert group, which includes the DiXi Group analytical team, has developed proposed amendments to the document. The updated draft of Ukraine’s National Energy and Climate Plan has been published on the website of the Ministry of Economy, Environment and Agriculture of Ukraine for public comments via the provided link.

During the public consultations, the key approaches and changes incorporated into the draft will be presented, along with discussions on their impact on the development of the energy sector, climate policy, and Ukraine’s fulfillment of its international commitments. Participants will have the opportunity to ask questions, share proposals and remarks, and join the discussion on the next steps toward shaping a sustainable energy future for the country.

The first discussion of the updated NECP with representatives of civil society organizations and the expert community took place on February 6.

  • February 20 – Discussion with territorial communities
  • February 25 – Discussion with international partners (embassies, international organizations; with simultaneous interpretation into English)

As previously reported by DiXi Group, the NECP update includes changes across all five dimensions – decarbonization, energy efficiency, energy security, the internal energy market, research, innovation, and competitiveness – covering both targets and policies. In addition, the proposed update also concerns the analytical section, based on updated data and new modeling.
