Our think tank emphasizes this need in a joint appeal to the EU Member States and to the European Parliament. Together with DiXi Group, it was signed by 45 civil society organizations from seven countries:

  • Ukraine;
  • Moldova;
  • North Macedonia;
  • Serbia;
  • Kosovo;
  • Bosnia and Herzegovina;
  • Albania.

The call proposes to create a special “Enlargement” package within the new European budget – a concrete financial roadmap that would align the EU’s political commitments with the resources needed to support candidate or potential candidate countries on their path to membership.

The signatories of the appeal point out that enlargement requires predictable and sufficient funding. In particular, they propose to strengthen the IPA IV instrument with grants of at least EUR 30 billion and to develop new mechanisms that will shorten the time gap between the conclusion of negotiations and full membership.

The letter calls on European officials to make EU enlargement not just a political declaration, but a strategic financial commitment to Europe’s shared stability, prosperity, and unity.
