NGO DIXI GROUP announces a call for proposals to select a consultant in the field of extraction and processing of critical raw materials (minerals that are strategically important for sustainable economic development).
The purpose of consulting services is to support preparation of a draft Strategy for the Development of Critical Raw Materials in Ukraine, which is to determine the list of critical minerals, ensure the sustainable development of strategic sectors, create value chains in Ukraine, and establish Ukraine’s position in the global supply chain.
Scope of services and expected results
Main:
Component 1: Conducting a criticality assessment for Ukraine
- analyzing critical raw materials strategies and other policy documents of other countries (at least 5) and preparing proposals on the structure and contents of such a strategy for Ukraine;
- analyzing sectoral strategies (e.g. on e-mobility, batteries etc.) of other countries and defining indicators and goals related to the development of critical raw materials;
- conducting analysis of the relevant legal and regulatory frameworks, incl. those related to permitting policy and regulation in the field of critical raw materials, their extraction, processing and use in production cycles in Ukraine and at the international level (EU member states, the U.S., the UK, etc.);
- analyzing specific relevant issues of industrial policy and/or legislation related to transformation of the economy in Ukraine and at the international level (EU member states, the U.S., the UK, etc.).
Component 2. Conducting a supply and demand analysis of critical raw materials in Ukraine
- analyzing the opportunities for developing processing facilities, other elements of value chains based on information about mineral resource base of Ukraine;
- developing proposals for establishing value chains in the field of critical materials – from processing to production – and/or incorporation of Ukraine’s potential facilities into international (Western) value chains;
- studying the issue of creating clusters for certain regions or industries, etc.
Component 3. Drafting a Strategy for the Development of Critical Raw Materials for Ukraine
- supporting development of the draft Strategy by conducting analysis for specific sections and/or selected issues (to be defined by the expert team);
- participation in discussions of the draft Strategy with stakeholders (upon request).
Additional:
- preparing analytical materials (reports, notes), proposals and initiatives to address issues that may arise in the course of performing main services;
- preparing media materials (articles, comments, etc.) upon request;
- participating in workshops, meetings and other issues related to the preparation of the draft Strategy;
- maintaining documentation, preparing interim and final reports on the results of the work performed;
- performing other related tasks that may arise in the course of providing services.
One winner will be chosen resulting from this CfP.
The assessment of offers will be held based on the following criteria:
- experience in conducting research / monitoring / analysis in the field of economy / energy / climate (experience in upstream sector will be considered as advantage);
- experience in consultancy at the international level (projects implementation, research activity, drafting, implementing and analyzing regulations etc.);
- English language proficiency;
- сost of providing services (per 1 hour).
The Offeror shall submit its best price offer/proposal in accordance with the Scope of services and shall contain the following:

- Price offer (per 1 hour), in UAH equivalent (excluding VAT).

For individual entrepreneurs, please attach the following scanned copies:
- Certificates or extracts from the public registries of legal entities.
Costs incurred by Offerors for the preparation of a proposal and the negotiation of contract are not reimbursable.
The project is not bound to accept any of the proposals submitted. The project reserves the right to accept any offers of proposal without further discussion. The project will only evaluate proposals from qualified firms to implement and complete the work under this project.
The Offers must be able to complete fully and finally the objectives stated.
Only short-listed Offerors will be contacted. Proposals with accompanying documentation will not be returned to unsuccessful candidates. Besides, unselected proposals, including the proposed concept ideas will not be used by the USAID Energy Sector Transparency project in any form under any circumstance without prior written permission by corresponding candidates. Proposals received after the exact time specified for receipts of offer shall be considered late and may not be evaluated.
