Presentation of the March 2025 issue from the #RRR4U consortium

In February, a decision was reached at the expert level on the seventh review of the IMF programme, although Ukraine delayed the implementation of one structural benchmark and did not implement another at all. For the IMF Executive Board to approve the decision, Ukraine still has to implement preliminary measures, including the signing of laws establishing a new court and an increase in tobacco excise.

At the same time, there are also risks that Ukraine will not meet the indicators of the Ukraine Plan for the first quarter of 2025 on time, which, in the absence of the European Commission’s methodology for disbursing partial tranches, could mean a delay in the entire tranche in the second quarter of 2025.

On 27 March, we invite you to a new presentation of the Monitoring of IMF and EU assistance under the Ukraine Facility by the #RRR4U consortium, where we will tell you more about the progress in fulfilling Ukraine’s obligations to key international donors, as well as the risks of delays.

We will also talk about the structural beacon that has not been fulfilled: the cancellation of the Lozovyi amendments. Why is this particular beacon currently hindering the timely implementation of the IMF programme?

In the focus of the discussion:

  • Challenges to securing financing in 2025;
  • Challenges of the seventh review of the IMF Programme;
  • Risks to the implementation of the Ukraine Plan

Special topic: “Cancellation of the Lozovyi amendments”

Successful fulfilment of the commitments (EU) and structural benchmarks (IMF) is a key to unimpeded access to further financial support, which is critical for Ukraine in a time of war. Their implementation is a signal of the reforms and changes for macroeconomic stability that our partners expect from us.

That is why every month the experts of the #RRR4U consortium analyse how Ukraine is progressing in meeting the deadlines.

RRR4U (Resilience, Reconstruction and Relief for Ukraine) is a consortium of four Ukrainian civil society organizations: Centre for Economic Strategy, The Institute for Economic Research and Policy Consulting IER, Institute of Analytics and Advocacy, DiXi Group.

The event is supported by the International Renaissance Foundation.
