Two years of the EU’s Ukraine Facility financial support programme are now behind us. What progress has Ukraine achieved during this time, and why did the pace of fulfilling the indicators of the Ukraine Plan slow down in the second half of 2025? Under what conditions can the “money in exchange for reforms” logic continue to work going forward?

These issues will be discussed during the presentation of the latest monitoring of the IMF programme conditionality and EU assistance by the RRR4U consortium.

During the discussion, with the participation of international partners and government representatives, we will analyse the results achieved and explore how the conditions of Western support for Ukraine may change in the near future.

As is traditionally, consortium members will present key macroeconomic trends of the past month, assess progress in meeting IMF programme benchmarks and the indicators of the Ukraine Plan, and discuss the factors affecting the timely disbursement of funds from our partners. We will also examine the prospects for a new IMF programme, risks to state budget financing, and the political and institutional signals reflected in the decisions of international financial institutions.

Participants will have the opportunity to engage in a discussion on current issues in Ukraine’s cooperation with financial donors, exchange views on the pace of reforms, and ask questions.

The event will be useful for government officials, members of the expert community, civil society representatives, business leaders, and all those interested in Ukraine’s economic policy and European integration.
