DiXi Group , in cooperation with the Ministry of Economy, Environment, and Agriculture of Ukraine, announces public discussions on the proposed changes to Ukraine’s National Energy and Climate Plan (NECP).
The Ministry of Economy, Environment and Agriculture of Ukraine publishes a draft Resolution of the Cabinet of Ministers of Ukraine and, together with the DiXi Group think tank, invites stakeholders to participate in public consultations on the updated draft National Energy and Climate Plan (NECP).
Following the adoption of the document in June 2024, Ukraine committed to updating the NECP in response to wartime realities, dynamic policy developments, and the intensification of negotiations on accession to the European Union.
The NECP update envisages changes across all five dimensions – decarbonisation, energy efficiency, energy security, the internal energy market, research, innovation, and competitiveness – covering both targets and policies. In addition, the proposed changes also concern the analytical section, based on updated data and new modelling. The updated draft National Energy and Climate Plan of Ukraine has been published on the website of the Ministry of Economy, Environment and Agriculture of Ukraine for public comments via the link.

The first discussion of the updated NECP with representatives of civil society organizations and the expert community took place on February 6.
The public consultations are conducted with the financial support of the UK Agency for International Development under the project “Implementation of the National Energy and Climate Ukraine Plan and establishment of the Green Economic Transition Office” implemented by DIXI GROUP NGO.
