Transparency in the Extractive Industries: Ukraine’s Achievements and Necessary Changes in EITI Regulation

The extractive industry plays a crucial role in ensuring Ukraine’s energy independence and economic development. Transparency in this sector is not only a requirement of international standards and our country’s partners but also a necessary condition for public trust, attracting investment, and effective management of natural resources.

Despite the state of war, Ukraine continues to implement the Extractive Industries Transparency Initiative (EITI), which it joined in 2013. However, since 2020 — with the onset of the pandemic and the full-scale invasion — public discussions of the EITI Report results in Ukraine have not taken place. This has affected the participation of civil society, businesses, and government bodies in shaping extractive policy.

On February 5, 2025, we will bring together representatives of government agencies, civil society, businesses, and international organizations to discuss achievements and challenges in extractive industry transparency. Together, we will review the 2023 EITI Report and explore the legislative changes necessary due to updates to the EITI Standard.

Event Goals:

  • Highlight Ukraine’s key achievements in implementing the EITI.
  • Identify urgent regulatory changes needed to meet the new EITI Standard requirements.
  • Discuss the role of transparency during wartime and its importance for the post-war recovery of the industry.
