On the night ofNovember 19,Russia launched another massive strike on Ukraine’s energy infrastructure: 476 strike UAVs and 48 missiles of various typeswere used, air defense forces shot down 442 drones and 41 missiles. As a result of the attack, the Khmelnytsky, Rivne, and Pivdennoukrainsk nuclear power plantslostconnection to some high–voltage power lines, causing four of the nine units to reduce electricity production.
As of the morning of November 21, heatis being suppliedto 68,357 buildings, which is 96% of the housing stock.
The Cabinet of Ministers, at the initiative of the Ministry of Defense,adopteda decision allowing enterprises, particularly energy companies, to form air defense groups in cooperation with the Armed Forces of Ukraine to strengthen the protection of critical infrastructure. These groups will operate under a single military command and through a digital coordination system. These groups will consist of trusted employees trained under Air Force programs, and enterprises will be able to obtain or purchase air defense equipment for the local protection of strategic facilities.
Commercial electricityexportsfrom Ukraine have completely stopped. Imports, in turn, increased by 31% to 96.5 GWh.
At its meeting on November 17, the Cabinet of Ministersapproveda plan to renew the supervisory boards and executive bodies of state–owned energy companies, which providesfortheformationofnewmanagementbodiesatEnergoatom, Ukrhydroenergo, Ukrenergo, PJSC Centrenergo, JSC EKU, Guaranteed Buyer (after itstransformationintoajoint–stockcompany),aswellasUkrainianDistribution Networks, Regional Electric Networks, and Market Operator JSC by the end of 2025.
As of November 10, debts to NPC Ukrenergo on the balancing marketamounted to UAH 39.9 billion, which is 15% more than at the beginning of the year. The Naftogaz Group and Greek state–owned company DEPA Commercialsigneda letter of intent regarding the supply of natural gas to Ukraine during the winter period of 2025–2026.
