- On the night of October 30, Russia launched another massive strike on Ukraine’s energy infrastructure, using 653 strike UAVs and 52 missiles of various types. As a result of the attack, DTEK’s thermal power plants were damaged, the Pivdennoгkrainsk and Khmelnytskyi nuclear power plants lost access to one of their external power lines, and the Rivne nuclear power plant reduced the capacity of two units at the request of the electricity TSO.
- The government is preparing a winter support package that will combine existing instruments — fixed energy prices, subsidies, assistance to condominiums, a moratorium on disconnections in frontline areas, and payments to internally displaced persons. The new measures include a one-time payment for the winter period, targeted assistance to the most vulnerable citizens, and 3,000 km of free travel on Ukrzaliznytsia trains.
- As of November 1, 10,354 boiler rooms are operating in Ukraine, more than 60% of social facilities are already supplied with heat, and connection to heating for residential buildings is ongoing in 18 regions, according to Deputy Prime Minister Oleksiy Kuleba.
- Commercial electricity exports from Ukraine increased 2.3 times compared to the previous week and amounted to 36.1 GWh. Imports, in turn, increased by 6.8% to 103.4 GWh. Thus, imports exceeded electricity exports by 2.9 times.
- The monthly Base BCM (bilateral contract market) index for November stood at 5,209 UAH/MWh (+25% compared to the October index).
- The State Bureau of Investigation detained former Ukrenergo CEO Volodymyr Kudrytskyi suspecting him of fraudulently embezzling UAH 13.7 million in state funds as a result of a tender held in 2018. The court imposed a preventive measure in the form of detention with bail, after paying bail Kudritsky was released from the pre-trial detention center.
