- On the night of October 10, Russia launched another massive attack on Ukraine’s energy infrastructure, using 465 strike UAVs and 32 missiles of various types, of which 405 UAVs and 15 missiles were shot down. As a result of the strikes, emergency power outages were introduced for hundreds of thousands of consumers in the city of Kyiv and 10 regions: Kyiv, Donetsk, Dnipropetrovs’k, Cherkasy, Chernihiv, Kharkiv, Sumy, Poltava, Zaporizhzhia, and Odesa.
- The Ukrainian government approved an action plan for a stable autumn-winter period in 2025/26, which provides for passive protection and air defense of energy facilities, the creation of a centralized hub for backup equipment, the formation of regional anti- crisis task forces, and the provision of generators, fuel, and satellite communications to frontline regions.
- Commercial electricity exports from Ukraine fell by 67.1% compared to the previous week and amounted to 15.4 GWh. Imports, in turn, increased by 55.4% to 65.5 GWh.
- Due to the increase in the number of deficit settlement periods (hours), the average hourly price of electricity on the day-ahead market (Base DAM index) continued the upward trend of the previous week and rose to 6,123.9 UAH /MWh (+21.6%).
- The Verkhovna Rada Committee on Energy and Utilities presented a draft law on the introduction of small modular reactors (SMRs), which opens the way for private investors, in particular, abolishes the state monopoly on the appointment of nuclear facility operators, allows private ownership of nuclear fuel, simplifies licensing procedures, and focuses on the placement of SMRs at destroyed heat generation sites and near large consumers.
- The Cabinet of Ministers extended the public service obligations (PSO) for the preferential supply of natural gas to heat producers and public institutions until March 31, 2026, inclusive.
- During her visit to Kyiv, EU High Representative for Foreign Affairs and Security Policy Kaja Kallas announced that the EU would allocate an additional EUR 100 million to support Ukraine this winter.
