Rosatom is not just a nuclear corporation. It is a Kremlin tool with dozens of structures, each playing its own role in sustaining Russia’s war machine.
DiXi Group has mapped these structures by type of threat — from UAV component production to digital infrastructure and the illegal management of the occupied Zaporizhzhia Nuclear Power Plant. 21 entities. Dozens of entities across six threat categories — none of them yet covered by EU sanctions.
To close this gap, DiXi Group team has prepared specific proposals for designating both legal entities and individuals affiliated with Rosatom for inclusion in EU and partner countries’ sanctions lists — with identifying information, legal grounds, and documented reasons for each entry.
