On 17–18 February, a team of experts from DiXi Group and the Green Transition Office held working meetings in Brussels with European Commission representatives and civil society organisations. Over two days, the discussions covered a broad range of topics centred on one key question: what needs to be done for Ukraine’s green transition to meet European standards.

The first day focused on EU Taxonomy. The Directorate-General for Financial Stability, Financial Services and Capital Markets Union (DG FISMA) shared its vision for the further development of this classification framework and the prospects for its implementation in Ukraine. The Green Transition Office team presented its plans for implementing the EU Taxonomy and related secondary legislation, as well as the findings of an investment portfolio assessment across the public and private sectors.

Without transposing EU legislation, Ukrainian projects cannot fully access European green finance,” said Andriy Kitura, Director of Development at DiXi Group and Head of the Green Transition Office under the Ministry of Economy, Environment and Agriculture of Ukraine.

Meetings with DG CLIMA and DG AGRI moved the conversation to climate governance and the National Energy and Climate Plan, agricultural emissions, and the steps that still lie ahead for Ukraine. DG AGRI representatives shared their experience assessing the Common Agricultural Policy’s impact on greenhouse gas emission reductions — an approach that could inform the evaluation of NECP policy implementation. The team also met with the European Committee of the Regions’ Commission for the Environment, Climate Change and Energy (ECOS) and the Royal United Services Institute (RUSI).

The second day opened with a discussion on the environmental dimension of green recovery. Talks with DG ENV covered sectoral decarbonisation research, EU experience, and the critical role of environmental impact assessment and its dependence on existing legislation. A separate conversation addressed how to reconcile the varying green project requirements set by international financial institutions and donors through the introduction of the EU Taxonomy.

Meetings with DG ENEST and DG ENER centred on the energy sector: distributed generation, the Ukraine Facility programme, and the assessment of green investments within its framework. The day concluded with a discussion on climate governance in the context of the recently established Scientific and Expert Council on Climate Change and Ozone Layer Protection.

These meetings matter because they give us a clearer sense of the priority steps required — both from the Government and from our European partners. Every conversation brings Ukraine closer to having the real tools it needs, not just the declared commitment to EU integration and climate goals,” said Andriy Kitura, Director of Development at DiXi Group and Head of the Green Transition Office under the Ministry of Economy, Environment and Agriculture of Ukraine.
